Community development organizations work across a set of federal programs that each have distinct geographic and project-type eligibility rules: the Economic Development Administration, the CDFI Fund, USDA Rural Development, and the Community Development Block Grant program, which is frequently administered at the state or local level rather than directly by HUD.
Geography is often the first eligibility filter for EDA and USDA Rural Development notices, whether that means a designated economic distress area for EDA or a rural population threshold for USDA RD.
